What This Equipment Is
Fire dampers and smoke dampers are HVAC components installed at fire-rated wall and floor penetrations. They normally allow airflow through ductwork; on detection of fire or smoke, they automatically close to prevent fire and smoke spread between fire-rated compartments. They are required by building code at fire-rated separations in commercial, institutional, and industrial buildings.
From the 1940s through the late 1970s, several fire- and smoke-damper components were asbestos-bearing:
- Damper blade assemblies — asbestos cloth and millboard sandwiched between metal facings for fire integrity
- Frame insulation — asbestos cloth lining the damper sleeve
- Sealing gaskets — asbestos rope and sheet at the blade-to-frame contact
- Fusible-link components — heat-sensing elements in some designs
Why Fire-Damper Work Was an Asbestos Exposure Pathway
Building fire-life-safety codes require periodic damper testing and inspection — typically every 4 to 6 years depending on the jurisdiction and damper type. Testing exposes the damper interior; maintenance and repair of failed dampers involves removing damper assemblies, disassembling blade hardware, and (in modernization projects) replacing entire damper installations.
Building renovation, HVAC modernization, and demolition projects encounter legacy fire dampers in older institutional / commercial buildings, particularly hospitals, schools, and high-rise commercial. Workers performing the disassembly disturb asbestos blade and gasket components at close range.
